Graduated in 1981 from Tbilisi State Medical University; completed post-graduate residency in Alergology; holds PhD in Medical Sciences; 

Starting from 1985, at various occasions worked at the Central (Republican) Clinical Hospital, Scientific-Research Laboratory for Healthcare, Economy and Management; served as a Deputy Director of Central Inspection for Healthcare Quality; Deputy Head of Department at the State Health Insurance Company; Head of Department at the State United Social Insurance Fund of Georgia; Chief Advisor at the Agency for Healthcare and Social Programs;

Author of 9 scientific publications and several researches;

Attended professional training courses in UK, USA and Netherlands on healthcare financing, healthcare economics and management, social policy management, and quality assurance in the system of healthcare;

Participated in over ten international conferences and forums; Member of the International Health Economics Association since 2005.
