Dialogue Proposed by Government – a PR-action or...?!

The Opposition has not received any response from the Government regarding its 6 point  proposal. As early as 18 May 2009 the Opposition offered the Government a 6 point action plan for a dialogue to reach agreement on specific outcomes. The fact that the opposition has not received any reply on any points of the offer is a clear proof that the Government’s invitation for a dialogue is only a propaganda aimed at misleading international community.

Political Parties Responsible for 9th April Rallies

On 11 May 2009 at the meeting of the non-Parliamentary opposition representatives and Mikheil Saakashvili, it was once again confirmed that the Government ‘s assessment of the deepening political crises is absolutely inadequate and therefore it is impossible to find solutions to problems through constructive dialogue. At the same time, after the meeting Mikheil Saakashvili expressed overall readiness to implement reforms in several directions. We are proposing  to the Government specific suggestions to launch reforms in these directions. If these statements are implemented until 26 May, it would be possible to achieve national consensus in the process of upholding Georgian Statehood:


1. For taking practical steps to resolve Political crisis:

- President’s resignation and announcement of Early Presidential elections;
- Holding free and fair Parliamentary Elections in autumn 2009;
- Holding Tbilisi Meyer’s Elections together with Parliamentary Elections;


2. For launching Constitutional reforms:
- Defining the date of the next Parliamentary Elections for October 2009 through Constitutional changes;
- Holding plebiscite on the issues of Constitutional arrangement along with the Parliamentary Elections;


3. For ensuring political impartiality of law enforcement system
- Appointing persons agreed with the Opposition on the posts of the Deputy Ministers of Justice and Internal Affairs;
- Separating Department for Constitutional Security and other Security Departments from the the Ministry of Internal Affairs;


4. For launching judiciary reform:
- Appointing the Chairman of the Supreme Court in agreement with the Opposition;


5. For launching election reforms:
-  Appointing the Chairman of the Central Election Commission (CEC) in agreement with the Opposition;
-  Setting up a working group on the Election Code led by the new CEC Chairman.


6. For ensuring healthier media environment and launching reforms of the Public Broadcaster:
- Appointing Director of Public Broadcaster and Members of the Board of Trustee’s in agreement with the Opposition;
- Handing over the management of the 2nd Channel to the agreed group of political analysts and experts;
- Returning Imedi TV to its legitimate owners;
- Eliminating artificial barriers to obtaining licences on broadcasting.
